English Heritage publishes Good Practice Advice for consultation

The long awaited draft guidance to replace the PPS5: Planning for the Historic Environment Good Practice Guide has been issued for consultation. This document has been anticipated ever since the publication of the National Planning Policy Framework in March 2012. Whilst the document does not change any statutory provisions or planning policy in respect to the historic environment, it provides an insight as to how English Heritage consider that the existing planning policy should be applied

The overall theme to be taken from the advice is the importance that English Heritage places upon the use of expert heritage advice in the development plan and planning decision making process. Furthermore, when adopted, the advice note will reinforce the importance that needs to be given to the consideration of heritage matters in the planning process and the need for this to form a key consideration from the outset in order to properly inform development proposals.

We therefore encourage that consideration is given to heritage matters at the conception stage of any proposals, with the identification of significance of the affected heritage asset guiding the proposal to the most likely positive outcome.
