Successful appeal at Broadbridge Heath for Gleesons Homes

CgMs provided the expert built heritage witness for our client Gleesons Homes in regard to their recent successful appeal at Broadbridge Heath in Horsham District (ref: APP/Z3825/A/14/2224668). The original 165 unit residential scheme had been refused on the grounds of landscape and built heritage issues. The appeal site is within the setting of a grade II listed building the medieval cottage ‘Swan Ken’ (later rebuilt and remodelled in the Arts and Crafts style). Our witness successfully argued that the appeal scheme’s impact caused less than substantial harm and that the scheme’s public benefits outweighed that harm. The inspector also agreed that the Council’s policy on listed buildings and their settings should be afforded minimal weight in decision making, since it is inconsistent with the NPPF. The inspector not only upheld the appeal, but awarded an application of full costs against the Council.
